Dan at China Law Blog has posted an article on how to improve a global (China) supply chain in the face of the world's current challenges. The recommendations are quite practical and can be relatively quickly deployed, and thus are "low-hanging fruit" improvements. I would also recommend that firms reinforce their commitment to their employees and a high-quality work environment that fosters innovative practices across the supply chain. If employee morale and motivation is low in an uncertain economic environment, new shifts in strategy and/or tactics may falter in execution.
